He has signed more AI executive orders than any other governor
California issued executive orders on generative AI in state government, workforce training, and evaluation of frontier models before most states had even convened hearings. The through-line is procurement leverage: use the state's purchasing power and its own agencies as a testbed rather than wait for Congress. Press him on what those orders have actually produced — measurable deployments, or just pilot programs and press releases.
Would he sign a state-level compute threshold, or does he think that's the wrong instrument?
The core technical dispute in AI governance is whether regulation should attach to training compute, capability evaluations, or downstream harms. He has engaged with all three frames without committing. Get him to pick one and explain the failure mode he's most worried about.
He has been notably quiet on AI existential risk, and that silence is a choice
Newsom frames AI as a near-term governance problem — jobs, bias, privacy, elections — rather than a long-horizon catastrophic one. That's probably good politics. But it means California, home of the labs building the most capable systems, has a governor who has not engaged publicly with the extreme tail of the risk distribution. Push him on it.
